Recognition Larry Hagen

The East Bay Village HOA recognizes the service contributions of Larry Hagen former HOA President.
Larry joined the HOA Board in September 2017 as a Board member at large and was certified in December. Larry brought years of experience with him having been employed as property maintenance manager for a large retail mall. His experience with irrigation and the pool and common areas to include landscaping management saved our HOA lots of money.
When regulations required us to specialize our HOA positions Larry volunteered to become the President and continued in that role until health reasons required him to retire. Even after his doctors demanded he slow down Larry continues to be an occasional volunteer providing his knowledge and expertise.
During his time on the Board Larry was responsible for many duties. He was the point of contact for landscaping and irrigation and was directly involved in negotiating those contracts. Larry often was the first one to check out a problem area, determine what needed to be done, then either fixed it or contacted the right service to get it fixed.
Larry was the point of contact on one of the biggest jobs of the HOA, resurfacing the pool. Larry was able to negotiate a great price with a company that has a good reputation and track record. The timing was perfect because the pool had a small leak that created a void. If the pool had broken and flowed into the void the repair would have cost as much as a new pool.
Larry was active providing research for the Board with several projects including Parking. He was also responsible for installing security cameras at the Common area gate where unauthorized people had been accessing the pool. The result was fewer breaches.
Larry was active as monitor of the neighborhood. He maintained a watchful eye on activities in the neighborhood and was always willing to inform others.
There are many other tasks and efforts that Larry provided to the HOA that goes way beyond the average volunteer. We will dearly miss him.
This is an official letter of recognition on behalf of the East Bay Village HOA Board thanking Larry Hagen for his dedication of service to the East Bay Village HOA and to our community.
Professional Book Keeping Retained November 2020
In March 2015 a new HOA Board started. The HOA was in serious trouble facing receivership by the state of Florida. Financial recovery required immediate attention. The HOA had a choice to use volunteers or a Judge would assign a lawyer and property manager and the owners would have no control over the expensive solution. Two volunteers stepped up. One of the original volunteers is Dennis Somers. In the past 5 years he has served on the Board as both President and Treasurer. With his professional background and his accounting experience he has for all practical purposes been functioning in the role as an unpaid volunteer CAM (Community Association Manager). Thanks to his close coordination with legal-council he has helped to recover over $60,000 from deadbeat owners from unpaid dues. With his help and leadership nearly every deficiency that existed for this HOA in 2015 whether financial or in common area maintenance has been corrected. We owe a great debt of thanks to Dennis.
Board Members Unfortunately, due to the Covid19 economy Dennis will be forced to move. Our Board just lost one member Gary Widmayer due to the sale of his home and now we will be losing Dennis. We will be extending an invitation to current owners who meet the HOA vetting criteria because we will need help on the Board.
Professional Book Keeping The most important issue is the replacement of the professional accounting service that Dennis has provided for FREE for the past 5 years. We cannot afford to go backwards and accept amateur accounting and lose this level service. Currently nobody on this Board is qualified to take the role that Dennis was providing. For that reason, we have negotiated to retain Dennis as a paid book keeper who will work remotely from his new home in south Florida.
Formerly reported CAM and an Assessment The Board discussed hiring a professional CAM but the expense that was not included in the budget and would have required an assessment at a cost of about $250. By acting quickly and retaining Dennis we will be able to adjust the budget and avoid the emergency assessment.
2019 RECOGNITION Marsha and James Barnett
At the Annual Members Meeting on 8 November 2019 at the Best Western Conference Room Navarre Florida the East Bay Village HOA recognized Marsha and James Barnett for their exceptional service to the HOA. They were presented with a framed certificate of appreciation and a letter of appreciation describing their service.
Marsha served as the Vice President of the HOA, being certified in the first 90 days. She participated in every monthly meeting and helped to make decisions effecting the actions of the Board. In addition, Marsha volunteered to help with the day to day business of the HOA.
Marsha provided a watchful eye on the neighborhood and gave input to the Board while using her research skills to help with solutions.
James worked as our custodian and spent time keeping the Park area while also caring for the common areas including the pool. In the summer during the pool season, he kept the pool area in compliance with the county and cleaned and maintaining the common area. During winter months, he controlled the rain water accumulation on the pool cover to prevent damage. James was always quick to address an issue, regardless of time of day or weather conditions.
This couple has been an example of a great neighbor to the entire neighborhood. We appreciate the dedicated service they have provided.
2018 RECOGNITION DENNIS SOMERS
At the Annual Members Meeting on 2 November 2018 at the Best Western Conference Room Navarre Florida the East Bay Village HOA recognized Dennis Somers for his exemplary service to the HOA. Dennis was presented with a framed certificate of appreciation and a letter of appreciation describing his service. During his tenure beginning in March 2015 Dennis served as the President and also as Treasurer. Dennis was responsible for years of collaboration with our lawyers to recover tens of thousands of dollars of deliquent dues. Those funds were responsible for the clean-up and repair of our common area and much was spent toward replacing componants of a worn and failing infrastructure. Many things that had been neglected and finally failed were repaired or replaced, Two failed submergable well pumps, failed in ground electrical wiring to the irrigation system, broken parts of the irrigation system, overgrown vegetation in and behind the pool area, complete resurface and conversion of the tennis court to a pickleball court. The funds also helped to make us compliant with state and federal regulations by the addition of a compliant ADA sidewalk in the pool entrance area and a Florida compliant fence addtion to the pool area. In addition he directed recovered money toward the reserve fund to protect us from future financial challenges like we had with the wells pumps that both failed almost at the same time at a replacement cost of $10,000.
Dennis showed foresight and a stead hand managing the collected funds while guiding the HOA to a more financially stable position. We thank Dennis for his body of work that has positively impacted this HOA and every owner.
2016 RECOGNITION
ANNUAL MEMBERS MEETING 2016
Secretary Ron Ream is presenting a Certificate of Appreciation to President Dennis Somers.
Also enclosed with the Certificate was a Letter of Appreciation from the other Board Members who know how much time Dennis and his wife Julie have spent organizing and correcting the records and setting up an accuarate accounting system. Dennis has also spent countless hours with our lawyers recovering delinquent accounts previous Boards failed to address. Approximately $16,000 has been recovered in the past 20 months. All owners should appreciate that the work that is been accomplished in the past year fixing our common areas has been due to the funds recovered.
President Dennis Somers is presenting a Certificate of Appreciation to Board Member Shirley Brannon for her tireless work for the HOA in the past 20 months. Shirley is one of the original Board members that launched a goal oriented Board to reover delinquent funds, refurbish and repair the common areas, start a long term program of maintenance and increase communication with the membership. Shirley has been the point of contact for collecting recording and processing our HOA mail and checks. Shirley has aso been the point of contact for Pool related issues. The Board recognized Shirley for her dedicated and reliable service.
President Dennis Somers is presenting a Certificate of Appreciation to Ron Bowman for his first year of service as a Board member and for his willingness to be the Project Coordinator for the Conversion of the North Tennis Court to a Pickleball Court. Ron was the point of contact throughout the process to include locating the contracter and negotiating the best price, site preparation with months of spraying defoliation and with the follow-thru to the final project completion. A decade of an unused abandoned broken Tennis court has taken on a new life as two new Pickleball Courts. Our collective property values have increased as a result of a previous eye soar converted to a useable part of the community. Thanks Ron.
